"Residents beware: we are on the cusp of a massive expansion of gaming in Wisconsin, due to generous compacts providing permission to build new facilities with absolutely no oversight of off-reservation gaming," said Brian Nemoir, Executive Director of Enough!.
In a May 12th Baraboo News/AP story ( http://www.wiscnews.com ), the Ho-Chunk Nation announced that they were very close to declaring where they would locate the first of their six 2003 compact-approved casinos. The Governor Doyle-negotiated and signed 2003 compact with the Ho-Chunk Nation allows them to build six new casinos in the following counties: Dane, Sauk, two in Jackson, Wood and Shawno. The only limitation to five of the six new casinos is that 50% of the lot need be used "for purposes other than gaming."
"The 2003 Ho-Chunk compact permits five new casinos in the five specified counties with nothing more than Governor Doyle's signature," said Nemoir. "The Doyle-approved compact also provides a generous and little-known loophole allowing five of the six new casinos to be built without any sort of local approval or input."
"As Attorney General, Jim Doyle vehemently opposed the expansion of all gaming in the state, as Governor he can't say 'no' to the tribes and is turning our state into Las Vegas-lite."
"The public needs to understand that we are looking at six new Ho-Chunk casinos in our state, without any local input or legislative review," said Nemoir. "The Ho-Chunk tribe is reaping the benefit of the $500,000 they've contributed to Governor Doyle's election."
"There's only one way to retain any sort of controls on the expansion of gaming in this state, and that's for the Governor to demonstrate leadership by signing AB 461, which would grant the legislature oversight of off-reservation gaming," said Nemoir. "Legislative oversight would install a common-sense system of checks-and-balances on a corrupt process overrun by special interests."
AB 461 -- legislative oversight of off-reservation casinos, passed both the Assembly and the Senate with bi-partisan support. Prior to taking office, and receiving over $1 million in tribal campaign contributions, Governor Doyle was an advocate of legislative oversight.
